Division wise Functions

Administration Division

  • To carry out such administrative acts as specified by the Act and Rules relating to group and sub-group of the Engineering Service and as required to be carried out by the concerned Ministry.
  • To carry out acts pertaining to appointment, transfer, promotion, departmental action and vacancy fulfillment of the employees in the Ministry and sub-ordinate Departments.
  • To manage inventories of the Ministry.
  • Also in consultation with the concerned subject-wise Divisions, to project and manage human resources required for the Ministry and sub-ordinate Offices, and arrange for internal and foreign trainings for human resource development.
  • To carry out functions relating to financial administration.

  1. Internal Administration Section
    • To carry out acts on internal placement of employees at the Ministry and other internal administrative acts.
    • To manage for necessary vehicles and communication means required for the Ministry.
    • To procure, store, use, repair and maintain such motor vehicles, machines, equipment and other inventories as may be required for the Ministry; and auction such goods.
    • To arrange for security of the Ministry and keep, or cause to be kept, it clean.
    • To carry out acts relating to organization of the Ministry and its subordinate Departments, creation of permanent, temporary and development positions and preparation of job description of the positions.
    • To hold staff meetings and implement decisions thereof.
    • To carry out acts on reward prize for employees.
    • To carry out acts related with the Commission for Investigation of the Abuse of Authority.
    • To carry out acts relating to administrative irregularities pointed out by the Public Service Commission.
    • To maintain updated records of the motor vehicles in the Ministry, subordinate Departments and offices and other bodies related with the Ministry.
    • To carry out necessary acts including appointment, vacancy fulfillment of the corporations or committees/boards under the Ministry.
    • To carry out other casual acts related with internal administration.

  2. Personnel Administration Section
    • To carry out such acts pertaining to administrative appointment, transfer, promotion, retirement of the employees in the group, sub-group and appointment, transfer and promotion of other employees as required to be carried out by the Ministry related with the Engineering Service.
    • To carry out acts relating to placement and dispatch of employees.
    • To update seat rolls of all the employees at the Ministry and Gazetted employees at the subordinate Departments and offices.
    • To take necessary action for vacancy fulfillment in the Ministry and subordinate Departments.
    • To carry out acts on departmental action against the employees at the Ministry and Departments.
    • To maintain training records as per categorization of engineering manpower.
    • To carry out acts relating to domestic and foreign scholarships, trainings and seminars.
    • To determine as to the subject, level and number of trainings and provide for the same, targeting the quality standards and career development.
    • To carry out necessary acts as to job performance evaluation.

  3. Financial Administration Section
    • To perform day-to-day acts relating to financial administration of the Ministry.
    • To provide advice and opinion on fiscal matters as required to the Divisions and Sections of the Ministry.
    • To prepare an estimated annual budget of the Ministry and subordinate offices.
    • To assist the Planning, Monitoring and Evaluation Division in preparing development budget.
    • To carry out acts as to allocation and approval of regular and development budget and forwarding authority to make expenditures and give information to the concerned Division.
    • To obtain budget allocation, revenue and deposit statements of the subordinate Departments and offices and maintain central records.
    • To prepare annual central financial statements of allocations, revenues, deposits and other funds and submit the same to the Department of the Auditor General and the Office of the Comptroller General and have the subordinate offices send necessary reports.
    • To monitor as to whether allocations, revenues, deposits and other funds of the sub-ordinate Departments, offices and projects have been audited in time and get the set irregularities settled or recovered in a regular manner.
    • To inspect settlement of irregularities and get necessary records thereof maintained.
    • To maintain central records of irregularities set by audit.
    • To carry out acts relating to evaluation of tenders.
    • To carry out acts relating to extension of contract terms.
