In coordination with, and on the advice of, the concerned Divisions, to have formulation, study, review and approval of the projects to be operated with the donor assistance, and make contact, coordination and correspondences with donor agencies.
To do, or cause to be done, third party audit of various on-going projects and already completed projects in a regular manner, and submit advice and opinion for taking significant measures in respect of technical aspect, cost effectiveness as well as overall quality standards and act in accordance with the direction given.
To prepare public works directives and regularly publish and distribute the same.
The Division Chief shall, as member secretary of the construction enterprise development council and as chairman of the implementation committee, carry out, or cause to be carried out, acts on promotion and classification of construction business as per the Construction Business Development Act.

To assist the Division in discharging foreign assistance related functions, make contact and coordination with the sectoral Divisions and give information to the concerned Divisions as to foreign aid.

To safely retain project agreements to be operated with foreign assistance, monitor for implementation, update the records and provide the concerned Divisions with copies of correspondences.
To update overall progress details of the projects operated with foreign assistance.
To carry out, or cause to be carried out, necessary acts inclusive of visa related ones, on recommendation of the concerned sectoral Divisions.
To monitor as to whether the development projects and the bodies implementing development projects under the Ministry have made adequate provisions on maintaining quality standards of construction works, and formulate and implement appropriate policies and programs to strengthen the provisions.
To do acts related with technical audit, financial audit of the on-going and completed projects and cost effectiveness audit of the projects.
To implement suggestions obtained from various audits and regularly monitor the same and maintaining quality standards also incorporating correctional aspects.
To obtain documents of contract agreements in the prevailing format and maintain updated records.
To renew the license granted, maintain inventory of the revenue from renewal, prepare financial statements and have revenue earnings audited.
To maintain updated records and data of the firms, companies or corporate bodies carrying on construction business.
To give necessary direction and carry out monitoring in order to maintain quality standards of public construction works and enhance and upgrade capabilities of construction entrepreneurs.
To act as member secretary of the implementation committee in respect of promotion and management of construction business.
To monitor implementation of the prevailing Acts and Regulations for the promotion of construction business, and take necessary action to make it further effective.
To do, or cause to be done, pre-feasibility study and research on the advice of the sectoral Divisions for proper development of road, drinking water and housing related services.
To do pre-feasibility study works under BOT process, on the advice of the sectoral Divisions, in order to encourage and attract the private sector to make investment. To make programs to implement feasible projects, and forward them to the National Planning Commission to prioritize and implement them.
To prepare public works directives and regularly publish and distribute the same.
In order to attract the private sector to make investment, to develop a secretariat for that purpose, and make provision of a documentation unit as well, and maintain updated records
On the advice of, in consultation with, and with the assistance of, the sectoral Divisions, to draft such acts, rules and orders as may be related with the Ministry and its subordinate offices.
On the advice of, in consultation with, and with the assistance of, the sectoral Divisions, to take action to resolve legal problems that the Ministry and its subordinate Departments, organizations and committees come across with.
On the advice of, in consultation with, and with the assistance of, the sectoral Divisions, to draft domestic or international agreements, contracts or other instruments to be executed by the Ministry and its subordinate Departments, organizations and committees.
On the advice of, in consultation with, and with the assistance of, the sectoral Divisions, to draw up suits or notes of defense or appeals to be filed in the concerned office or court in any case to which the Ministry or its subordinate Department or organization or committee is or would be a party or opposite party.
