Goal To provide affordable & safe public road transport service through building of cost effective efficient and reliable road network system in order to achieve socio-economic development, to plan & regulate the uncontrolled growth of urbanization & social infrastructure for the sustainable development of the cities, towns and villages to provide safe & affordable shelter in order to achieve improved socio-economic status of the citizen & to provide basic water supply service to all the population of the country by 12th plan period & upgrade the service level to provide continuous supply of safe drinking water & affordable sanitation facilities to all by the year 2025.

Objectives
- Develop, expand and strengthen the road network in a sustainable way for enhancing the overall socio-economic development & integration of the country through balanced regional development with due consideration of remote areas & deprived communities and ultimately helping in the alleviation of poverty.
- Develop roads to support other infrastructure development (e.g. Hydropower & Tourism) and to link areas of significant economic importance (e.g. Tourism, Industry & Trade, Major Market Center).
- Encourage private sector participation in the development maintenance & management of roads.
- Adopt planned road maintenance system including performance based maintenance contract & strengthen institutional capacity to execute works as open & liberal economic & decentralization policies adopted by the country.
- To develop a national transport system by having an overall development, expansion, promotion and protection of roads, bridges, main roads, ropeways and waterways in order to contribute to the economic and social development, by so integrating various roads with each other as to be complementary to various geographical and economic zones.
- To maintain balance by linking rural villages of the country with the markets and by contributing to various activities and projects of national importance related with various economic sectors such as tourism, agriculture, and electricity and other economic sectors.
- To launch planned urban development as a supplement to rural development in harmony with the need of interrelationship between the rural and urban sectors and a balanced regional development.
- To prepare a housing and physical project for the physical development of the urban or new areas.
- To make proper arrangements for clean drinking water and public sanitation for the protection of public health of all the Nepalese people.
