Physical Planning Division
  • To formulate proper policies, strategies and action plans for the overall development, expansion and promotion of the housing, urban development and building sector through out the Kingdom of Nepal, and continuously monitor and supervise their implementation.
  • To render advice to the Ministry on all the technical, financial, social and environmental aspects associated with the housing, urban development and building sector.
  • To perform the role of a main coordinator among governmental, non-governmental and private organizations as well as bodies related with the housing, urban development and building sector.
  • To provide necessary information and consultancy to, and assist, the Foreign Aid and Quality Standards Division in order to have coordination and harmony among donor agencies involved in the housing, urban development and building sector.
  • To provide necessary information and consultancy to, and assist, the Foreign Aid and Quality Standards Division in formulation, study, review and approval of the housing, urban development and building sector projects to be launched with donor assistance.
  • To provide necessary information, data and consultancy to, and render assistance to, the Planning, Monitoring and Evaluation Division to prepare annual budgets and programs for the housing, urban development and building sector, monitor and evaluate implementation aspect of the programs and appraise the progress.
  • To render opinion and advice on the matters submitted by the subordinate Department, corporation and committee, in the course of implementation of the housing, urban development and building sector projects, to the Ministry for decision.
  • To render necessary opinion and advice to the Legal Consultancy Section for drafting, implementing, monitoring and consolidating the Acts and Regulations that are pertinent to the Ministry and its subordinate Departments, corporations and committees related with the housing, urban development and building sector.
  • To act as the secretariat for any kind of coordination committee formed or to be formed at the national level, related with the housing, urban development and building sector.
  • For proper development of the housing, urban development and building sector, to do, or cause to be done, pre-feasibility studies of various projects, and, based on the feasible projects, formulate a long-term plan, on the advice of and in consultation with the Planning, Monitoring and Evaluation Division, and make arrangements for implementation through implementing bodies.

  1. Building and Housing Section
    • To formulate policies on housing, urban development and building, and continuously monitor and supervise implementation of the policies.
    • To do, or cause to be done, pre-feasibility studies of projects related to housing, urban development and building, and based on the feasible projects, formulate a long-term plan, and monitor its implementation.
    • To collect information and data on the outputs achieved from the housing, urban development and building projects operated from the governmental, non-governmental and private sector, available service standards (qualitative and quantitative) and other managerial aspects, analyze such information and data and provide the results to the implementing agencies.
    • To identify, do research and study on, or cause to be identified, done research and study on, proper measures to mitigate adverse impacts on the environment from implementation of the housing, urban development and building projects.
    • To formulate a proper policy to bring about uniformity in formation of town development committees and their functions, and monitor implementation aspects of the policy.
    • To provide proper assistance from the Ministry for promotion of town development committees, and regularly monitor effectiveness of programs launched by such committees.
    • To make policy and guideline for formulation and implementation of standards on land use plan, physical development plan for planned and managed urban development carried out from the non-governmental and private sector, and monitor implementation thereof.
    • To do various policy and other acts in order to alleviate poverty and improve urban environment by developing interrelationship between village and rural areas.
